I believe you are asking limitation of the 'Number of claim set objects'. If yes, according to my knowledge, we can add custom claims without any limit restriction since those are custom(Defined by ourselves) and defined according to our requirements.

But keep in mind, if you are going to add more and more, the token weight is getting increase. So this might be getting impact on the application performance.
